Is there any services like the xbox live one that allow you to download HD movies for the PC?

I don't think there are any services not found on one of the seven seas like that. I think nearly all isps, at least in the uk would have a collective coronary if there was.

Sky subscribers can download movies, but I don't think they are HD.
