Most Americans know it's a logic fail, but it's an idiom over there. We have loads of them in the UK as well. The problem is that it's really frustrating to read when you don't know that it's an idiom.
I don't agree. I could care less and I couldn't care less are both colloquialisms or perhaps more accurately figurative speech, that have different meanings. The former is not the same as the latter, and many people (not just Americans) misuse it.

Neither are idioms though, as they mean literally what they say.

Colloquialism is one of my favourite words, along with vernacular. I just assumed people would attack more obvious areas of my diagnosis.
