I'd usually chip it. If there's more than a foot of fringe between my ball and the green I have trouble feeling for how hard to hit it through the fringe I also practice my chipping religiously and I know how it's gonna roll out and have a chance to chip in. I know most people putt but I just feel more comfortable chipping it up there.

It depends on a few things: situation, difference between fringe and green, and the break. I usually end up putting it, but sometimes I chip.

Considering the accuracy of my wedges, I would get much better results putting. Its not a tough call for me as its either putt and get it close-ish, or chip and "hope for the best"!

For me, it depends a lot on the situation, not just the 15 feet.

Putt:
I'm above the hole. It's downhill and I'm worried about blowing past the hole.
The fringe is short and I know I can expect a good roll.
I can easily visualize a good line

Chip:
It's uphill and I feel that controlling the speed won't be a problem.
It's a tiered green and I'm on the wrong tier.
I'm on the fringe but don't have room for a clean putter stroke (like when the ball is backed up to the rough)

I love to putt when I can but that depends on the fringe and how thick it is. Lately, when I'm a bit further away than I like but have a decent lie and the path to the hole is pretty smooth, I've been using my rescue to pop it and has worked great!

An old timer once told me a bad putt goes farther than a bad chip. Words to live by.

If you can putt, I say do it. It gets tricky when the pin is 10' on and you 10-15' of fringe. I generally chip it because I'm not judging so much fringe, yet needing it to be a perfect speed when it hits the green.

I am a good chipper but I have started to putt more from off the green lately. I holed one out a few months ago so now I try to do that every time.
