Default Need a rule clarification
So I went out to play today. On the third hole my ball was in thick rough but sitting on top. I needed to play a flop shot to get over a bunker and get near a tight pin position.
I swung and had my weight all wrong and the club went straight under the ball HOWEVER the ball did not move. Was still in the same position. My playing partner said it was a penalty. I wasnt so sure but I wasn't going to argue and it was a practise round anyway. What is your take on it?

I always thought any swing with intent to hit the ball counts as a stroke, this is no different than a complete whiff IMO.

I'm pretty sure it's a stroke as these guys said because you had intent to hit it. Maybe you just Kevin Na'd it.

I always thought any swing with intent to hit the ball counts as a stroke, this is no different than a complete whiff IMO.
THIS^^^^^ any intended swing at said ball is deemed a stroke. It is treated as the same as chunked or thin shot. sorry bro...

A stroke, but no penalty. Just counts as one stroke.

If there is one shot i am very very good at its a flop shot. My dad taught it to me when i was just starting out (using my SW by opening it very flat). As an FYI, you should not try a "flop shot" when a ball is sitting on top of rough like that - where there is a lot of grass between ball and ground. Its too hard to judge the shot because the club will want to slide to the ground and it is extremely difficult to make good contact. Instead, just keep the SW or LW just slightly open, make a swing is like 50% backswing 75% followthrough (meaning slightly accelerate your swing to end higher not the follow through), and keep it on a normal plain (do not try and get very steep with it like a flop shot). This will cause the ball to come out very high like a flop shot without the risk of missing it and with more consistency. The only issue is it will probably not be quite as soft but its a better trade off.

You had intent to hit the ball. Whether you actually made contact with it or not is irrelevant. There is no penalty per se, but your swing does count as 1 stroke even though you made no contact with the ball.

I agree with the others. No penalty for missing the ball, just the count of the attempted stroke.

Seeing the decisions on the tour comparing what constitues the ball oscillating and moving, I highly doubt that the ball would not have moved at all given you swubg the club fully underneath it.
Nope it actually didn't shift or move in the slightest. It surprised the hell outa me.

While I don't doubt that you didn't perceive the ball moving, if you actually swung through and hit the grass supporting the ball, the ball most likely moved a little, even if it was barely perceptible.
