I'm in one of my slumps again

Can't hit the ball to save myself, luckily, I'm taking a week-long break from golf (and that's just because its pouring rain)

Do you get a new handicap every year or does it just keep accumulating regardless?

It accumulates. Even here where we have an off season, it just freezes until the reporting season starts again. During the winter we can only report scores if we play in an area where the season is year round.
