What's the rule regarding a disability
 

If you've a hadicap of let's say 12 I've been told, you can just only get a 7 on a level 4. Is that correct? On the pit even although you shot an 8? I actually do not observe how that's reasonable particularly when your attempting to do much better than your friend on the program.
