I am only about 15-20 lbs overweight and it has worked great for me. I have the same issue with muffin top and excess belly fat. 3 C-sections will do that to you.
I have lost 12 lbs in 9 days.
Give it a try!

At 100 lbs you would be underweight for your height so
I would not recommend it. If it were me I'd eat lots
of lean protein and get involved in some weight training.

Remember, that this isn't just a "Take some HCG - lose lots of fat - start eating just like you want to eat again!" diet. This takes dedication, this takes time, and this will take a lifestyle change. You need to want to be healthier - not just want to be the skinniest girl on the beach so that you can throw back more appletinis - and realize that your old carb-eating lifestyle will need to change if you want to keep this weight off and not gain even more back on rebound carb binging.

You are already on the low end of normal weight for a female your height. I would not recommend going on the diet. I've seen girls try to diet way lower than they should and they have ended up in the hospital. It sounds like maybe you just need some toning.

And a little padding around the love handles is usually insulin related. try eating lots of cinnamon and going 5-6 hours between food. I bet that little bit of padding you don't like will melt right away.
