WHAT IF the US State Department had not been able to keep one particular dirty little secret from the rest of us for 33 years?
That secret was finally exposed. Last week the State Department Historian declassified and released a cable which clearly shows that Arafat planned and carried out the 1973 Khartoum murders of US Ambassador to Sudan, Cleo Noel, Charges d’Affaires George Curtis Moore, and Belgian Charges d’Affaires Guy Eid. On March 1, 1973, eight Fatah terrorists, operating under the Black September banner, stormed the Saudi Arabian Embassy in Khartoum in Sudan during a farewell party for the US Embassy’s Charges d’Affaires George Curtis Moore. The terrorists took Moore, US Ambassador Cleo Noel, Belgium Charges d’Affaires Guy Eid and two Arab diplomats hostage. They demanded that the US, Israel, Jordan and Germany release PLO and Baader-Meinhof Gang terrorists, including Robert F. Kennedy’s Palestinian assassin Sirhan-Sirhan and Black September Commander Muhammed Awadh (Abu Daud), from prison in exchange for the hostages’ release. The hostages were tortured by their captors, and the next evening, the Palestinians brutally murdered Noel, Moore and Eid. They released their other hostages on March 4. Arafat denied any involvement in the attack. The US officially accepted his denial. Documents reveal that the Fatah leaders never expected their hostage-taking to result in the freeing of the captives. A primary goal of the attack was to strike at the United States because of its efforts to achieve a Middle East peace settlement, which many Arabs believed would be inimical to Palestinian interests. The Khartoum operation was also meant to demonstrate the ability of Arafat’s Black September organization to strike where least expected and to warn the US of the risk of possible future attacks from Fatah. Why was the US State Department so intent on a cover up of Arafat’s personal involvement in the murder of its diplomats? One of the reasons may be that if there had not been an unforgivable breakdown in communications from the State Department to its personnel in Khartoum, lives might possible been endangered. Another possible reason is that President Nixon was in the throes of the Watergate scandal at the time and did not want another scandal to deal with. How was it possible to cover up the Arafat-ordered murder of the US diplomats for 33 years? It was brought to my attention sometime in the year 2001 that there was such a cover up by the State Department. At the time, I had a weekly one-hour English radio program on the Arutz Sheva, Israel National News station, The Women in Green Hour. I learned that a Signals Intelligence Analyst for the National Security Agency, James J. Welsh, who had learned to speak Arabic fluently, had taped Arafat’s voice during three days, from February 27 to March 1, 1973. James J. Welsh charged that these tapes of Arafat ordering the execution of the US diplomats, were deliberately covered up and that subsequent US Administrations have, in fact, been appraised of the authenticity of Arafat’s voice on the tapes. He further charged that US Administrations have chosen, for political reasons, to turn a blind eye to the direct guilt of Yasser Arafat in the cold-blooded murders of Cleo Noel and G. Curtis Moore. I decided to devote my weekly radio program on October 31, 2001, to the topic “The Cover Up of the Arafat-Ordered Murders of US Diplomatsâ€, featuring a telephone interview with James Welsh, Signals Intelligence Analyst for the National Security Agency. I don't think I have ever been as excited about a radio program as this particular one. James Welsh and I had a very friendly trans-Atlantic relationship over the several weeks which lead up to the scheduled program. In fact, Mr. Welsh used to joke with me that since CNN and 60 Minutes were not interested in his story, he was pleased that at least a radio station in Jerusalem cared about what he had to say. You can imagine my disappointment when Mr. Welsh sent me an email just two hours before we were to go on the air. This is what the email said: Dear Ms. Matar, This is to inform you that for personal reasons I have decided not to involve myself in the Arafat-Khartoum subject anymore. For over a year it has taken a substantial amount of my time and energy. I apologize for the short notice. I realize that you scheduled this, but I have decided that I must let this part of my life go away. Again, I apologize for the problem this will cause. Sincerely, James J. Welsh The following is the transcript that was made of this October 31, 2001, program entitled "The Cover-Up of the Arafat-Ordered Murder of U.S. Diplomats." On behalf of the United States, he officially endorsed the creation of a PalestinianState. He said, and these are his exact words: "A PalestinianState has 'always' been part of the United States vision." Always? Was a Palestinian State part of the United States vision when United States Ambassador Cleo Noel, and his assistant, G. Curtis Moore, were machined-gunned on Arafat's orders in Khartoum, Sudan, in February of 1973? Was a PalestinianState part of the United States vision when Yasser Arafat supplied the weapons used by the terrorists who killed two hundred and forty-one American Marines in Beirut in 1983? A National Security Agency phone tap recorded a September 24, 1983 call from the Iranian Ambassador to Abu Haidar. The Ambassador told Abu Haidar to get weapons from Yasser Arafat to "undertake an extraordinary operation against the US Marines in Beirut." The attack on the US Marine barracks in Beirut took place shortly thereafter. Two hundred and forty-one Americans were killed! (This was revealed by Newsweek magazine in its November, 1999 issue.) Was a Palestinian State part of the United States vision when Yasser Arafat was involved in the planning of the first World Trade Center bombing in New York in February 1993 where six people died and thousands were injured? (Moshe Peled, Israel's Deputy Education Minister in the Netanyahu government, told CIA representatives in early 1997 that Israeli intelligence had concrete evidence about Yasser Arafat's involvement. The official Iranian government newspaper, E-Kihan, as well, accused Arafat of responsibility for the first WorldTradeCenter bombing.) These are just a few examples of terror perpetrated against the United States and her citizens, in which Arafat played a major role. Arafat has often been referred to as the "Father of Modern-day Terrorism." But this arch terrorist is more than cunning. He is fiendishly clever in covering up his tracks, and in shifting the blame on to others. Me? NOT ME! Somebody else did it! But, on one occasion Arafat slipped up, BIG TIME!, and left unmistakable fingerprints, or rather, voiceprints. Arafat's voice was recorded on tape at the time when he personally ordered the murder of two United States diplomats, Ambassador Cleo Noel, and his assistant, G. Curtis Moore, in 1973 in Khartoum, Sudan. So why has Arafat not been prosecuted? Because the tape with Arafat's voice has conveniently disappeared! A day later, the terrorists surrendered to Sudanese authorities after a lengthy round of transoceanic communications involving, among others, Arafat and the Vice President of Sudan. Press reports indicate that Sudanese President Gaafar Mohammed Nimeiri went public at once with evidence showing that the operation had been run out of the Khartoum office of Fatah. One month after the slayings, the Washington Post reported that according to Western intelligence sources, Arafat was in the Black September radio command center in Beirut when the message to execute three Western diplomats was sent out. The Post also reported that Arafat's voice was monitored and recorded. Although according to the Post's sources, it was unclear if Arafat himself or his deputy gave the order to carry out the executions, Arafat reportedly was present in the Operations center when the message was sent and personally congratulated the guerrillas after the execution. These allegations, if substantiated, leave little doubt that a warrant for Arafat's arrest should be issued, and a criminal indictment filed against him. To allow other factors to enter into this decision is to make a mockery of our laws and our stated commitment to eradicate terrorism. As President Reagan told an American Bar Association convention this July, "we will seek to indict, apprehend, and prosecute" terrorists. I was, along with another individual, responsible for the analysis of Palestinian Liberation Organization (PLO) communications. On approximately 27 March 1973, a NSA field station informed us that it had intercepted a conversation between Yasser Arafat and Salah Khalaf, the leaders of Fatah, in Beirut and Khalil al-Wazir in Khartoum discussing preparations for an imminent operation in Khartoum. This information was immediately passed through the chain of command at NSA and ultimately was brought to the attention of the Director, NSA (DIRNSA). A decision was made to send this message at Flash (highest) precedence to the US Embassy Khartoum via State Department, as channels required. Within three hours this was done and we all felt relieved that at least our embassy personnel in Khartoum would be safe. How wrong we were. On the morning of March 1, 1973 I was called at home by NSA to turn on the Television and come in to work. As I saw the news my heart sank. The US Ambassador and the Deputy Chief of Mission were being held hostage at the Saudi Arabian Embassy by members of the Black September Organization, a Palestinian terrorist group whose credits included the Munich Olympic Games Massacre. How could this be? We sent them the warning. They would never have gone to that reception under these conditions. There was much confusion at the time and I and other analysts began to try to make sense of the chaotic happenings we were following. Finally the terrible news was revealed - the Ambassador and Chief of Mission were dead. We eventually went home. On Monday morning the subject in our area was obviously nothing but this topic. (Note that all knew of this tragedy but only a few knew of the warning message). Myself and my co-worker began inquiries into how this had happened. We were told that DIRNSA was at that moment on the way to State Department with a copy of the warning with the intention of discovering why it had apparently not been heeded. At State Department, he was shocked to find out that, on the evening of its transmittal to State Department a Watch Officer, in what is now called the Investigations and Review Section, had downgraded this urgent warning message to a routine cable. It arrived two days after the murders. |

Within the G7 group where we worked there was a great deal of outrage. I was particularly outraged as I had spent four years following these individuals and, at the moment of our greatest intelligence coup against them, a uninformed GS level had pooh-poohed our work and cost the lives of two US diplomats. I demanded to confront this person (a rather naive desire I must admit) and find out why she had done this. After some effort by my supervisor, a Navy Officer, I was told that the choice was mine: Shut up or lose my clearance and get ready for Fleet Oiler duty within 48 hours. I gave in.
Over the next week, we awaited the arrival of the field intercept tapes and transcriptions. At least we would be able to gain valuable insight into this terrible affair and maybe even someday help punish those responsible. We waited. Finally I remember asking when would the tapes arrive? I was puzzled by the answer: Oh, they've been looked at and there isn't much there. !!!!!????? Wait a minute. Then, how could the field guys have given us all this detailed information that we based the warning message on and which in fact occurred two days later? Something was not right. In addition, our folders with all our materials of the hostage crisis were never returned to us from the higher levels to which they had gone during the crisis. We in effect had nothing now of this affair. The cover-up had started. And it would last 27 years. I should have gone to Congress 27 years ago and I do so belatedly now. I was a supporter of the Nixon Administration and to this day do believe that Mr. Nixon's foreign policy skills were far superior to any other potential political rival at that time. However, we must all face the fact that he and his advisers were fearful of scandal. And this would have been a major one if it were to see the light of day. One could only imagine the headline in the Washington Post: State Dept Fails to Warn Embassy, Ambassador, Assistant Dead!. No, that could not happen. I now make the following charges: 1.That the existence of the Warning message was covered up in order to prevent embarrassment to the State Department and the White House. 2. That all evidence that the warning message was based upon was collected at NSA and removed from the normal analytical departments were it would normally have been analyzed. 3. That all existing copies of cable sent belatedly to US Embassy Khartoum were collected and destroyed at US Embassy Khartoum per instructions at high level of Department of State or the White House. There would be no embarrassment due to discovery of the delayed warning. 4. That for thirteen years no prosecution or political penalty could be extracted of Yasser Arafat and his subordinates due to the need to keep this warning hidden from any scrutiny. Any public acknowledgement of the existence of the tapes made before, during and after the murders would have inevitably led back to the delayed warning message. That when, in 1985 and 1986, Congress requested then Attorney General Meese to investigate the matter of Yasser Arafat's direct complicity in these murders, the cover-up was continued to protect those who had initiated it thirteen years before. 5. That subsequent administrations have, in fact, been appraised of the authenticity of Arafat's voice on the tapes and have chosen, for political reasons, to turn a blind eye to the direct guilt of Yasser Arafat in the cold blooded murders of Cleo Noel and George Moore. 6. That not only did more than one United States intercept site copy conversations between the terrorists in Khartoum and the Fatah office in Beirut but that at least two foreign intelligence agencies did in fact copy said communications and turn them over to the United States government at the time of the affair. After twenty-seven years I can come to no other conclusion for the lack of interest by the government of the United States in holding Yasser Arafat at least politically liable, if not legally, than that there was a cover-up due to the delayed, bungled delivery of the warning message. In over two months of talking to actual principals in the affair, to those who have written the definitive books on the incident, to those in Congress who took testimony on this tragic event, not one, not one solitary person has acknowledged any knowledge of a warning message. But we have a source. Those who participated with me in the writing of this message still live. You will be able to finally find the truth if you will subpoena them to come before your committee. I will give you their names in secret. Next I believe I know the name of the State Department Watch Officer who downgraded the message. I will supply that name to you also. Members of Congress, it is now up to you. I have given you what I believe are the keys to unlock the puzzle of why Yasser Arafat walks the halls of the White House with impunity in spite of everyone's belief in his personal guilt. Welsh to Victoria Toensing, a Justice Department Attorney: "What has disturbed me most are the repeated comments from State and Justice Departments that the evidence of Arafat's involvement was inconclusive and inadmissible as evidence. Those types of statements are the reason for my writing you this letter. Those statements were not true. I know it is not unusual that intelligence agencies fail to tell the truth to other bodies outside the intelligence community. But those types of protectionist policies do not always have the impact that disinformation has now had on the world scene. If in 1986, Arafat's taped voice (three days worth) had been released to the American public, I do not think that the current mess that Israel is now in would have happened. Arafat would have been a persona non grata as far as the United States was concerned. Acts do have consequences, and unfortunately the decision to withhold from the Committee the truth of these tapes may be one of the reasons that Arafat was able to re-invent himself. I tried to make contact with you several months ago. I don't expect that you will reply to this letter, but I felt it necessary to inform you that if you were acting in good faith in conveying to the committee the Justice Department position, you had been used by those in much higher positions to mislead a Senate committee. The tapes were made, National Security Agency possessed them, and there never was any doubt when I was there, that it was Arafat's voice directing the operation from initial intercept on February 28 (the day before!) to its end on March 2. So now you know. It was a long time ago, but this man did order the deaths of two US diplomats. We taped his words. I guess there is nothing that can be done now, but I often wonder why Yasser Arafat's image and continued presence on the world scene is more important than simple justice for two dedicated diplomats who were murdered twenty-eight years ago. Yes, unfortunately, foul-ups do happen, and it is natural for human beings to try to protect themselves. However, the great immorality comes in when Colin Powell and the State Department, knowingly consort with this murderer, and push President George W. Bush, a believing Christian, into advocating a PalestinianState on BibleLand, knowing that this will become an Islamic state of terrorists. Has President George W. Bush been told the truth about Arafat's past and present killing of Americans? THE IMMORALITY of hiding Arafat's murder of our diplomats, Cleo Noel and Curtis Moore, to further the State Department's and Colin Powell's political agenda is beyond description. When you make pacts with the devil, there will always come a day of reckoning. * Yasser Arafat was not punished for killing Ambassador Cleo Noel and G. Curtis Moore in 1973. * Yasser Arafat was not punished for his part in the murder of 241 American Marines in Beirut in 1983. * Yasser was not punished when he helped plan the first WorldTradeCenter bombing in New York in 1993. * He has never been punished for his part in the murder of Americans killed on his orders, while living or traveling abroad. |

Yasser Arafat must feel utter contempt for the United States. He knows that we know that he has murdered many Americans. And because the State Department thinks there are advantages in not rocking the boat with the Islamic world, the United States has turned a blind eye toward the wanton murder of her own citizens. The message which is conveyed is very clear: "Terror Pays." And now, Arafat's ultimate "reward" is the promise of a PalestinianState on Bible land.
Why, dear listeners, did James Welsh change his mind at the very last minute about being a guest on the Women in Green Radio Program? Especially, since he had been quite enthusiastic to have a platform to express his concerns? I will let you draw your own conclusions! It certainly appears to be part of the same pressures that prevailed in covering up the Welsh revelations all along. There are powerful forces out there that do not want Arafat to be punished, legally or politically, for giving the order to execute Ambassador Cleo Noel and G. Curtis Moore in Khartoum in 1973, and all his other numerous lethal attacks on Americans throughout the years. We are left with this central question: Why does the State Department and Colin Powell continue to dance with the arch murderer Arafat? Why does the United States not bring Arafat to justice? As President George W. Bush recently said so eloquently: "The goal of the war on terrorism is to bring our enemies to justice, or justice to our enemies." By rewarding Arafat and not bringing him to justice we are encouraging terrorists all over the world like Osama bin Laden to commit further and greater acts of terror. Good night, dear friends. Have a very safe week. * * * So it was that for 33 years, under seven consecutive presidential administrations, the State Department denied any knowledge of involvement by Arafat or Fatah in the execution of its own people. To remind you, these seven presidential administrations are: *Richard Nixon 1969 – 1975 *Gerald Ford 1975 – 1977 *Jimmy Carter 1977 – 1981 *Ronald Reagan 1981 – 1989 *George H. W. Bush 1989 – 1993 *Bill Clinton 1993 – 2001 *George W. Bush 2001 – present Jimmy Carter, for instance, really did not like the Jews. In fact, Jimmy Carter was hostile to Israel. The historian Douglas Brinkley provides a detailed account of President Carter helping Palestinian terror chief Yasser Arafat polish his image. Carter, according to Brinkley, regularly advised Arafat on how to shape his message for Western journalists and even wrote some speeches for Arafat. George H. W. Bush, the present president’s father, chose as his trusted Secretary of State, James Baker, who is famous for his less-than-statesman-like quote, “F - - k the Jews! They don't vote for us anyhow.†These presidents no doubt knew about the State Department’s cover up of the fact that Arafat personally ordered these murders. Arafat could never have succeeded in creating his make-believe persona of being a great peacemaker, without the cooperation of the US government and media. Arafat received the Nobel Peace Prize in 1994 together with Yitzhak Rabin and Shimon Peres due to the insistence of American President Bill Clinton. Arafat was a frequent and honored guest at the White House during Bill Clinton’s presidency. October 6, 2001, President George W. Bush, the son of George H. W. Bush, made a shocking statement, “A Palestinian State has ‘always’ been part of the United States vision.†Thus, he officially endorsed, on behalf of the United States, the creation of a PalestinianState. President Bush, chose as his Secretary of State, Colin Powell, who is famous for his remark to a Senate Committee about Arafat, “One man’s terrorist is another man’s freedom fighter.†WHAT IF THE US STATE DEPARTMENT HAD NOT BEEN ABLE TO KEEP ONE PARTICULAR DIRTY LITTLE SECRET FROM THE REST OF US FOR 33 YEARS? The relationship between the United States and the Arab world might have been entirely different. Because of this cover up, instead of being tried for murder, Arafat was glorified as an international leader who even received the Nobel Peace Prize, and the promise of a PalestinianState carved out of the tiny State of Israel. In the words of one of my favorite columnists, Caroline Glick, in an article entitled, “The Longest-Running Big Lieâ€, published in the Jerusalem Post, January 2, 2007, she writes: "How many lives would have been saved if the US had not been intent on upholding Arafat's big lie? How would such a US policy have impacted the subsequent development of sister terror organizations like Hizbullah, al-Qaida and Hamas, all of which were founded by members of Arafat's terror industry? "Sadly, the release of the cable did not in any way signal a change in the US policy of whitewashing Fatah. In contravention of US law, for the past 13 years, the State Department has been denying that Fatah, the PLO and the Palestinian Authority are terrorist organizations, and has been actively funding them with US taxpayer dollars. "This policy went on, unchanged even after Fatah gunmen murdered three US embassy employees in Gaza in October 2003. This policy continues, unchanged still today, as Fatah's current leader, Arafat's deputy of 40 years Mahmoud Abbas works to form a unity government with Hamas. Indeed, the central component of the US's policy towards the Palestinians today is the goal of strengthening Fatah by arming, training and funding its Force 17 terror militia. "In a November 14, 2006 interview on Palestinian television, Ahmed Hales Abu Maher who serves as Secretary of Fatah in Gaza, bragged of Fatah's role in the development of international terrorism. In his words, reported by Palestinian Media Watch, "Oh warrior brothers, this is a nation that will never be broken, it is a revolution that will never be defeated. This is a nation that gives an example every day that is imitated across the world. Last week’s released cable by the State Department Historian clearly shows that Yasser Arafat planned and carried out the Khartoum murders. Under seven consecutive Presidential administrations the US government has covered up Arafat’s direct responsibility, even as we insist in doing so now with his bag-man successor, Mahmoud Abbas. Mahmoud Abbas founded the PLO together with Arafat. Mahmoud Abbas worked alongside of Arafat as his Deputy for 40 years until the death of Arafat. There is no doubt that Abbas knew about the murders, and most likely even helped Arafat to plan them.
