I'll discuss it with my peers, but my view:

There are more general threads on terrorism already in this forum (The fight Against Terrorism)

Both forums have many examples of dormant threads. They are brought back to life by members searching with new information, and bumping them.

NYC Guide for New Yorkers gets more visits than Politics.

Threads should be placed where they belong. If we want to guarantee responses, we can make them sticky.

Hmmmm. Even that doesn't always work.
