The portion paid by taxpayers is minimal for employees. The portion paid of health care for federal retired elected officials is overwhelming, as it goes on for life.

Businesses need all the tax breaks they can get to get the economy jump started. The mega corporations of the uber rich don't and so they don't get the tax breaks. The democratic party wanted to tax the american corporations who took jobs overseas. republicans opposed it.
