He's probably a lock already. The only QBs with two or more Super Bowl wins that aren't in the Hall of Fame:
* Tom Brady
* Ben Roethlisberger

Of course, those two are still active. Every other one is already in the Hall of Fame.

Phil Simms has two rings and also put up a 150.9 passer rating in the 1986 Superbowl. Unless you meant QBs that actually started and won the Superbowl. Of course, I doubt he would have lost in 1990 if he didn't get hurt.

I was going by starters, since Hostetler was the man in Super Bowl 25. I mean, technically, Charlie Batch has two Super Bowl rings.

If players were voted in for longevity he would be a shoe in.

Statistically he really only had 2 very good years. 96 and 98. Other than that he never did anything great that deserves the HOF. .
