If a forward pass across the line of scrimmage a declinable penalty? I mean to say, in the case of an interception.

Not in the red zone. Or only in the red zone.

Either way, it shouldn't be if the guy is clearly having a lot of fun.

My dad used to have one of those stuffed Eagles toys that were held together by velcro so you could tear the shit out of the thing and then put it back together...good as new, til the dog ate the legs off the thing.
