Poetry.com is common ... periodically each year they run this contest. All submissions are published in a HUGE selection of which they will reserve a copy for you for ~$60+ I think. I've had several published, but never won & never bought the book either.
You're supposed to maintain rights & they supposedly inform you if anyone uses your poem, but I know of some whose poems were used, but were never notified by poetry.com as promised & then had a difficult time collecting their royalties.
Not exactly a scam unless you buy the overpriced book!!
