Basically yes.

As an example for those market shots - it was inside, with lowish light levels - so before I went in, I set my camera to 640 ISO, and an F.stop of 4. In most cases that gave me a shutter speed of about 1/250 - but I could quickly knock the F.sop down to 2 if I needed a bit faster shutter speed for darker areas.

I always shoot in Av mode on my Canon 30D and 300D, which means I set the F.stop and ISO, and the camera decides the shutter speed. Full manual would be too time consuming in these sorts of situations.
Yeah, the half manual modes are pretty nice, but the only one I ever use the Tv mode. I guess I just like to be 'in control.'

I only use Tv mode when shooting things like fountains etc - were I specifically need direct control over the shutter speed.

For everything else I use Av mode, which IMHO is far better.

I'll have to try Av a bit more thoroughly; I'm sure it would be a lot more beneficial outside in the real world than I found it to be in my house when I was just screwing around. I do a lot more sports events than anything else, so I think that justifies Tv, but it's probably about time i got out to photograph some nice scenery anyway--maybe tomorrow.

For sports, Av mode is also great, as it gives you full control over the F.stop, allowing you to throw the backgrounds nicely out of focus.
