Granite quarrying scam: Collector probes Alagiri son co in Rs 15,000 cr scam, shifted

A Rs 15,000 crore-plus granite quarrying scam has been unearthed in Tamil Nadu, which has, apparently, led to the shunting out of Madurai district collector U Sagayam, who recommended action against those allegedly involved in it. If allegations are to be believed, firms involved in the scam include those connected to Union Minister M K Alagiri’s son Durai Dayanidhi and those owned by people close to the AIADMK.
After conducting a probe based on allegation that granite worth several thousand crores was being mined from Melur taluk near Madurai without permission, the then collector Sagayam prepared a report addressed to the Industries Secretary on May 19 naming Olympus Granites, PRP Exports, Sindu Granties as some of the firms that were found extracting much beyond what was permitted under the license they had procured. Four days later, he was transferred out of Madurai.

Sagayam’s report said the loss, including the value of resource and revenue that should come to the state government as quarry licence fee, would be over Rs 15,000 crore. He sought scientific investigation into the scam.

Olympus Granites is said to be partly owned by Durai in partnership with one S Nagaraj. When the then industries minister, S P Velumuni, raised the charge that the firm was involved in illegal quarrying, Alagiri challenged him to prove the charge or resign from the Assembly. Velumuni inspected the quarry leased to the company and repeated the allegations. The documents were forged to show that Durai had quit the company a year before AIADMK came to power, added Velumuni.

PRP Exports, run by P Palanichamy, claims to be the largest granite processing unit in the country. During the last general election, there were rumours that Palanichamy was approached by a senior AIADMK leader to contest against Alagiri, but he refused to oblige.

Sagayam said there were 91 quarries in operation in the area, besides the three that the district authorities investigated and recommended a detailed assessment of their operations. These companies, criticised by Sagayam in his 13-page report, not only mined more than what was permissible under the contract but also encroached upon government land, water bodies, irrigation channels, roads, land allotted to the Dalits. Government officials were party to the crime, he said. He said the government agency, Tamil Nadu Minerals Ltd, should directly do the mining which would ensure that there was no illegal activity, apart from earning thousands of crores as revenue.

On May 23, he was transferred as the MD of of Tamil Nadu Handloom Weavers’ Cooperative Society — 20th transfer in as many years for the official who was conferred IAS rank in 2001. On Thursday, Sagayam’s successor Anshul Mishra formed 18 teams comprising district administration officials to inspect 175 granite quarries. The teams would submit their report in 10 days.

The initial estimate of 16,000 cr was based on only three quarries. Recent investigations on 125 quarries have showed that the loss to the government exchequer could be as high as 1,00,000 Crores.

மதுரை: மதுரை மாவட்டத்தில் சட்டவிரோதமாக கிரானைட் குவாரி நடத்தி அரசின் நிலங்களை ஆக்கிரமிப்பு செய்து வருவாய் இழப்பு ஏற்படுத்திய மிகப் பிரபலமான பி.ஆர்.பி கிரானைட் குவாரிக்கு அதிகாரிகள் சீல் வைத்தனர். மதுரை தெற்குத் தெருவில் உள்ள பி.ஆர்.பி எக்ஸ்போர்ட் நிறுவனத்தின் அலுவலகத்துக்கும் சீல் வைக்கப்பட்டது.

மதுரை மாவட்டம் மேலூர் சுற்றுவட்டாரப்பகுதிகளில் 125க்கும் மேற்பட்ட கிரானைட் குவாரிகள் உள்ளன. இந்த குவாரிகளில் அனுமதிக்கப்பட்ட அளவை விட கிரானைட் வெட்டி எடுக்கப்படுகிறது என்பது கிராம மக்களின் புகார். இதனடிப்படையில் ஆய்வு செய்த முன்னாள் ஆட்சியர் சகாயம் ஐ.ஏ.எஸ். கிரானைட் குவாரிகளால் அரசுக்கு 16,000 கோடி ரூபாய் வருவாய் இழப்பு ஏற்படுவதாக அறிக்கை அளித்தார்.
இதனடிப்படையில் தற்போதைய மாவட்ட ஆட்சித்தலைவர் அன்சுல்மிஸ்ரா உத்தரவின் பேர் கடந்த 8 நாட்களாக பல கட்ட சோதனைகள் மேற்கொள்ளப்பட்டு வருகின்றன. இந்த நிலையில் இன்று காலையில் 6 முதல் ஆட்சியர் அன்சுல் மிஸ்ரா, எஸ்.பி. பாலகிருஷ்ணன் ஆகியோர் நேரடியாக ஆய்வு நடத்தினர். அதில் கிரானைட் குவாரியில் முறைகேடு நடைபெற்றது உறுதி செய்யப்பட்டதை அடுத்து மேலூர் அருகே தெற்குத் தெருவில் உள்ள பி.ஆர்.பி கிரானைட் நிறுவனத்திற்கு சீல் வைத்தனர்.

மூன்று கிரானைட் நிறுவனங்களை மட்டும் ஆய்வு செய்த சகாயம் 16,000 கோடி ரூபாய் வருவாய் இழப்பு ஏற்படுவதாக தெரிவித்திருந்தார். ஆனால் தற்போது 125 கிரானைட் குவாரிகளையும் சேர்த்து அரசுக்கு ஆண்டுக்கு 1 லட்சம் கோடி ரூபாய்க்கு மேல் வருவாய் இழப்பு ஏற்படுவது கண்டறியப்பட்டுள்ளதாக அதிகாரிகள் கூறியுள்ளனர்.

கிரானைட் குவாரி ஊழியர்கள் 19 பேர் கைது:
முன்னதாக மேலூர் பகுதியில் உள்ள கிரானைட் குவாரிகளில் மாவட்ட எஸ்பியும் சோதனை நடத்தினார். பின்னர் குவாரி அலுவலக ஊழியர்கள் 19 பேரை போலீசார் கைது செய்தனர்.
கீழவளவு வீரகாளியம்மன் கோவில் அருகே உள்ள பி.ஆர்.பி. கிரானைட், சிந்து கிரானைட், மதுரை கிரானைட் ஆகிய கிரானைட் நிறுவன அலுவலங்களில் போலீசார் சோதனை செய்தனர்.
இ.மலம்பட்டியில் பி.ஆர்.பி. நிறுவனத்துக்கு சொந்தமான கிரானைட் குவாரி அருகே சுமார் 12 ஏக்கர் அரசு புறம்போக்கு நிலத்தில் கிரானைட் கற்கள் வெட்டி எடுக்கப்பட்டிருந்தது. போலீசாரும் அதிகாரிகளும் சோதனைக்கு வந்தவுடன் வெட்டி எடுக்கப்பட்ட கிரானைட் கற்களை மண்ணால் மூடி மறைத்தனர்.

இதையடுத்து அங்கு பணிபுரியும் 19 ஊழியர்களை போலீசார் விசாரணைக்காக அழைத்துச் சென்றனர். அவர்களை கீழவளவு போலீஸ் நிலையத்தில் வைத்து விசாரணை நடத்தி பின்னர் கைது செய்தனர்.

மதுரை மாவட்டத்தில் நடந்துள்ள கிரானைட் முறைகேடுகள் குறித்து வேறு மாவட்ட அதிகாரிகளை கொண்டு விசாரிக்க வேண்டும் என்று கலெக்டர் சகாயம் தனது கடிதத்தில் கூறி உள்ளார். ஆனால் ஏற்கனவே குவாரி பகுதிகளில் பணியாற்றிய, குவாரிகளில் நடந்துள்ள முறைகேடுகள் குறித்து உயர் அதிகாரிகளுக்கு தகவல் தெரிவிக்காத கீழ்நிலை அதிகாரிகளை கொண்டு தற்போது விசாரணை நடத்த உத்தரவிட்டிருப்பது முன்னாள் கலெக்டர் சகாயத்தின் புகாரை கேலிக்கூத்தாக்கும் வகையில் உள்ளது.

கிரானைட் கற்கள் முறைகேட்டில் ஈடுபட்டுள்ளவர்கள் அரசியல் செல்வாக்கு மிக்கவர்கள். பண பலம் படைத்தவர்கள். எனவே உள்ளூர் போலீசார் இந்த முறைகேடு குறித்து விசாரணை நடத்தினால் நியாயம் கிடைக்காது. கர்நாடக மாநிலத்தில் நடந்துள்ள கனிமவள முறைகேடுகள் குறித்து சி.பி.ஐ விசாரிக்க உத்தரவிடப்பட்டுள்ளது. எனவே மதுரை மாவட்டத்தில் நடந்துள்ள கிரானைட் குவாரி முறைகேடுகள் குறித்து சி.பி.ஐ விசாரணைக்கு உத்தரவிட வேண்டும் என்று கூறப்பட்டுள்ளது.
