Default Justice in thailand
An incident occur with one of my relative led me to ask "is there justice for all people in Thailand?" Between the poor/rich, resident/foreigner, etc.

What is justice? There are times when money and power rule. Probably more so than less.
Then there are the occasions where one person makes a difference.
I think most people try to live within the rules,taking little snips now and then out of them.

I agree, and it's not fair and certainly not right that money and power could do so much as to bend the meaning of justice.

But it's just unfair when a murderer get away with killing someone innocent. And because of power and money, there is less chance that the murderer will get caught.

what is this world coming to?

Yes, Justice exits: It's a western suburb of Chicago. (Justice, Illinois USA)

But, more to the point of the question, what does Buddhism teach with regard to retribution, recompense, or even fate?

I think that justice could look different depending on one's occidental or oriental point of view. (The final outcome might be the same, however.)

Justice (population 12,193) is apparently much more important than Gravity. That little, wide-spot-in-the-road in southwest Iowa has only 218 people.

Universe, in case you're wondering, doesn't seem to exist.

A recent analyses in Australia, showed men, are almost twice as likely to be jailed, than a woman in the same circumstance doing the same crime and having a similar criminal record.
Just one of many discrimination's against MEN in Law issues.
The worst discriminative LAW against men would have to be (conscription) which really means enslavement into the military.
Another one effecting a friend of mine, not giving a man equal rights to abort his baby during pregnancy, as he has no legal rights not to pay for the child once the child is born. If a woman wants to use a man's sperm to produce a baby and the man did not want the baby, she should pay for the baby, after all the woman had the choice do go ahead with her pregnancy, The Man is just discriminated again by the law, and used as a money tree.

I guess much of these laws are made by men or there is a another sex in Australia who decides? I think your answers can only be answered by an Australian woman. Hope one comes along soon!
