Apperently it's held to celebrate the opening of the Tokyo olympic 1964 which was opened on that day. All it meant to me was that all classes were canceled but we still had club practice. As for the rest of Japan I really don't know.

Sports Day (Athletics Day?) is to commemorate the Tokyo Olympics. Aside from it being a national holiday, there are no real national events. On the prefectural and municipal level, however, many places schedule sporting events for this day. I know of one small kendo tournament that is scheduled for this day every year, but I don't know of any big ones. Hope this answers your question

Most schools will have sports festivals that day consisting of relay races and that sort of thing. The official sports day things are done at schools, but if you were anywhere else, it might just be a random day off of work and nothing special happens.
