I've mentioned this before, but Television Without Pity does an excellent job of keeping a huge community civil. Their secret? No-mercy moderation. Even long-time posters get the boot if they screw up. One warning, then ka-blam.

They have rules based not on language, but on post tone and target. Be as snarky as you like towards a TV show, but direct any vitriol at another poster and get warned or banned. They also require you to read the forums you post in, and if you indicate directly or indirectly that you haven't, again warned or banned. They're super-strict about keeping threads on-topic too.

Once again, not my intent to implement that here. I just bring it up as an example. AFAIK, this forum is fairly well self-regulated and already has it's own atmosphere.

I'm pretty sure during my newbie days on TwoP, I've gotten at least 3-5 citations (I don't think I've gotten any in 2007, though). However, It wasn't for anything serious, such as attacking other posters.
