Not sure if the post is meant in your usual humour, ignore this if it is, I obviously just didn't get it...

7. Speeders can only drive 3 miles above the limit.
Is it me, or is that a bit silly? Why not just fix the limit at 3 above what it used to be, instead of saying the limit is the legal limit plus 3?

The rest seem like common sense...

Because drivers in Cali drive typically 20-30 over the limit.
The limit currently is 65 in most places.
You'll probably get bumped off the road Spy Hunter style if you drive that slow.

4. Means driving on the side portion of the road.
I don't think this is too much of an issue in Europe. You all have ditches on the sides of the road, right?

8. This means driving under the influence of Alcohol or Drugs.
I think the legal limit is 0.08% Blood Alcohol content.
Basically, you have a shot O' booze then drive, you risk incarceration.

Has something to do with variances in speedometers and radar equipment, instead of having every second speeding fine challenged by people saying they were doing the limit, they just bump up the limit over which they will book you. If the limit is 65 they won't even bother unless you are doing over 68.

Does having 2 or more people in the car count as a carpool in the state of California? I'm just curious if it's the same as New York state.

Yes.
Scarecrows, Dummies and Mannequins don't count either.
I know. I tried.
(And failed)

See article in Sacramento Bee: http://www.sacbee.com/111/story/250678.html

I figured by now, someone else would have spoken up, but since no one else has . . .

Actually, there are some places (the SF Bay Area comes to mind) where the minimum number for a carpool is three.

I don't know, working in a busy trauma center here in SoCal, i kind of for these fines. i don't know how many avoidable MVA's came into or ER due to violating the above.

one incident that sticks in mind from last year...I can't give specifics due to HIPPA but because of a cell phone user 2 people were killed in a car accident & of course the cell phone user was ok.

Good catch.
I shall now go bash my co-worker over the noggin with her keyboard until she stops twitching, then, as a shamed I.T. Professional, I shall commit Seppuku by slicing myself open with an exposed IBM blade server, with my second shoving a tone generator in my ear and an RJ-45 connector in my left eye, and fiber op cable connected to our Clarion set on "extra crispy."
My sincerest apologies.

Actually, I am disappointed.
The only real law that I was hoping would go into effect was the "hands free" cell law. I can count at least 20 times in the last month where I was almost killed by a jackass not paying attention to the road talking on his cell phone while driving.

All is not lost it seems:
According to that website you provided:
"There is just enough truth in the list to make it believable. For instance, the Legislature did pass a law that drivers must use "hands-free" devices when talking on cell phones. But that law goes into effect a year from now, not today, as claimed in the bogus e-mail."

The worst part about it would be I would be killed because some retard could not find the self-discipline enough to drive for 20 minutes without calling up another jerk-ass who is also driving on his cell to say:
"So....whatchu doin?'
...Oh nothin....just drivin.....
yeah?....me too.....
You know what?
....what...
I think I really like Vanilla ice cream.
yeah........
.........
.........
.........
Um....Neopolitian is good too....
so what else you doin?
...nothin'
..whatchu doin?
.....
.........
..............Nothin'.....
(SCREEEEEEEE! WHAM!)

Yutzes.
