In this video, look at the guy in white from 1:27 onwards, and look at his lower left leg.

It looks like some embroidery, but I've never seen anything like it before! Has anyone else?!

no idea.. some kind of high school thing is my guess.

I think it just a hole patching with a weir color fabric. You usually see it in opera.

I have seen it a few times, I wouldn't say it is common, but it is not unique to have embroidery there. It seems a little more common amongst High School/University Clubs/Students. It is nothing special, just a bit of embroidery.
