What Dominican banks have the lowest mortgage intrest rates?

A question near and dear to my heart as well as I am organizing a mortgage brokerage to be based in Cabarete. Perhaps someone could refer us to a previous thread, or if there is a bank employee reading this post (or the previous) could we get some current information?

Start by qualifying a bit....Are you a foreigner, foreigner w/ residency or Dominican? Dollars or Pesos? What amount are you looking to borrow? How many years do you want on the mortgage? etc. These questions make a blanket answer difficult.

Scotiabank as of yesterday was at 8% in dollars but they're only lending for special beach projects, etc. 17% in Pesos for everything else. Of course those were their opening rates and I didn't haggle or anything.
