I'm sure there were discussions round 1994-ish for the future of the WRC. I seem to remember Max being in favour of 2WD/FWD 2.0L N/A cars, as they were what were being bought by the majority of the car buying public. However, and it's even on film during the 1994 RAC Rally Top Gear programme - Max explaining that after talking to the top drivers, 4WD was probably the way to continue.
I would be interested to find again some of the stuff I'm sure I recall reading after that — 1995, I think — regarding the plans for post-1996. I definitely recall the 2wd 'kit cars' still being in the discussion around then.
