The aliens that are digging the underground government citys/bunkers/tunnels are the ones killing the calves. They sneak out from time to time to get "real" food, as opposed to the M.R.E.'s the govt. is dishing out. And the aliens are vampire-like as well, btw. They suck the blood first, then peal back the skin and eat the guts.
