If it is a halachic debate, then there is really no debate. According to halacha, one is Jewish who is born of a Jewish mother or who converted to Judaism in line with halacha. If it is not a halachic debate, then that is a different story. Of course, one can ask what is considered a halachic conversion to Judaism, but if one is not born to a Jewish mother or converted to Judaism, then one cannot be considered Jewish "according to halacha". Sorry!!!!
