hi claire

yes you will need a license also if you live on a community you will need to get permission from the community as well.

the license is obtained from town hall, a fee has to be paid (roughly 5% of the value of work being done). it takes 6 -8 weeks to get one.

you have to go to town hall with details of what you want done, apply & pay. then wait for paperwork to be approved.

regarding laying, ground must be level, it would be best for metal wire to be laid, cement then laid in/on/over. then tiles laid on top. if you dont put the wire tiles will shift over time.

it is quite hard work & getting them level takes practice.

I may be wrong but I think you do need a license just to use cement.. .
