Yes. there are two for non-residents. Property Tax and Wealth Tax. IBI and SUMA are the commonly known names for them IIRC.

YES . . . . Because they do not believe that you might not just let it out to someone in the UK and exchange the money in the UK , so for this reason they will charge you certain taxes. About 300 euros per year.
