I know at Lehman Brothers, ESPECIALLY the UK branch, were noticeably slightly intoxicated in the afternoons in general.

They go out to pubs for lunch and have a ton of beers.

That's the London way. Ton of beers, only slightly intoxicated.

I think this gives GS an unfair advantage. I'm writing to my congressman to propose a bill that requires all investment banking firms to offer mid-day happy hours to ensure an equal footing.

People in the US used to drink on the job a lot more than they do now. It seems to have been very common not too long ago.
Have you watched Mad Men before? I'm sure part of it is Hollywood license but I don't doubt that most people used to have a bottle or two in their office to share with clients or coworkers.
