Judging by the news coming out of Tijuana the Mexican government has been really putting the pressure on the Drug Cartels by using both the Army and the Federal Paramilitary Police. Combine that with the post 9/11 crack down in the US and business has been dropping rapidly for the Cartels. That's why violence is up so much at the border because the big guys have been losing the best routes and/or ending up in jail (US or Mexican) and now there is a land rush as little guys rush to try to grab as much territory as possible as the big organizations have been brought down.
That the remainders of the big cartels are merging is a sign of profound weakness. When times are fat they'd never consider working together preferring to go it alone and keep all the profits for themselves. The merger shows the big organizations are so weakened that they think they need to work together to keep all the upstarts down. The Mexican government has been doing a damn good job and the Cartels have no one to blame but themselves because they got to big for their britches thinking they could assassinate big time politicians and nothing would happen to them. Now the police have kicked in their doors and rolled up half their networks so they're scrambling to maintain control. |
