Why this? Only residents of the 50 states get to vote in nation elections (each territory does have a non-voting member of the house). In exchange, US citizens that are residents of US territories don't have to pay federal taxes.

American citizens in France can vote. There are several delegates representing Americans abroad. People from Guam live under American sovereignty, and are American citizens. Why shouldn't they have representation in the Democratic Party?
