They keep the registry of all citizens and residents. If they don't want to register your kid under some name, your kid is a non-person till you supply a name to their liking, or you get an administrative court to overrule them.

If it hasn't killed Moon Unit Zappa, I suspect they'd survive long enough to change it later if they really want to. That's more than a little ridiculous. Moon Unit Zappa isn't all that bad. A couple years ago, a couple here wanted to name their son an unpronounceable jumble of thirty or so letters.
