Yes, it can be used. For details, see the web page of your carrier. Don't get too hopeful, chances are it won't be faster than dialup and will be much more expensive.

Well, mine can, N6280, I'd imagine any semi-modern can. But it is bloody expensive. Not sure, if the 3G phones are actually faster than dial-up.
