In the Dominican Summer League are Americans elgible to play or just Dominicans??

Also I know Americans can play in the Dominican Winter League but I was wondering if it was the same for the DSL...

Because I was thinking I could tryout, if they let Americans come there and play...

Also do you know of any tryouts for the Dominican Summer League or even the Dominican Winter League...
