Describing the collapse of the Soviet Union in "Reinventing Collapse" (from which this is taken), Orlov explains that the Soviet people learned exactly this, to ignore the politicians. They did not try to expose them or confront them or deride them; they knew that this was a complete waste of energy that could be used instead to secure their own local surroundings in preparation for the collapse.
