Default Nasty drag racing wreck (SFW)
Guy's car loses it, hits the wall. Impact both crushes the master cylinder locking the brakes up, as well as locking the engine at FULL THROTTLE.

Hey may not have been conscious, or maybe not able to reach the cut-off switch. Its why cars are required to have master electrical cut-off switches on the bumper once you hit a specific speed, or when you relocate the battery to the back.

The guy was knocked out in the collision, other than that, he appears to have been relatively uninjured.

They can't approach the car until it stops moving, they have their own safety rules. But if you watch the video again you'll notice that the safety crew is already on the way before the car even stops moving. So their response is well within acceptable limits.

They couldn't have sprayed it from a distance?
