As far as we were concerned, they had left the scene of the accident, left no details and they had not reported it to the Police either, because the Police checked.

you are to submit the "evidence" to the police who will take further action if not contacted by the other party within 24hrs.

Im not disputing what your saying but the police will have to investigate your claim first and speak to the other involved party before divulging info.
