Yes but in this case the joke says the information was technically correct. Deficit Dragon was doomed from the beginning as far as accuracy is concerned since Arthur didn't slay the dragon that was St George. Seeing the joke in it's original manager/engineer context reveals why it made no sense as a Republican.
