Really? Good well I hope you can do something about it. From your own figure this isn't an issue of a couple of bad apples, 3% represents 20,000 terrible cops through out the United States!

thats one extremely negative way to look at it, but true. Can there be something done about it? probably not

. what are suggested hardware failure rates? about the same. And let me tell ya, people are much more finicky than hardware ever will be
