I'd say it had been the main cause. In the initial year there was not any insurgency and even if I came 11 weeks following the attack the insurgency was really low key. People kept stressing that the links weren't set, that the water didn't operate, and that the lights labored even less then under Saddam. I actually genuinely believe that if Blair and Bush had actually placed money at the issue and got renovation down to a running start them many Iraqis would have been pleased and there would have been little to number insurgency. Other crucial activities were making 1 million educated military unemployed to era guys at the same time there clearly was very little possibility other employment could be found by them and waiting 2 yrs before letting elections. If we'd merely said listed here is your brand-new structure like we did to japan, held the Army on the payroll but confined to barracks, and held elections with in 12 months then things might have gone a lot more easily.
