I'd reckon that it'll not finish well... This really is some of those circumstances i'd firmly demand international participation (ie, UN peacekeepers, or a real international pressure). From what minimal knowledge I've of the problem, this really is one racial group oppressing still another, and reneging on previous contracts as well; these are two powerful good reasons for direct (military) participation, IMO. To not overthrow anyone, but simply to implement the peace settlement and guarantee no civil war. Unfortunately, not so lots of people are prepared to pay the cost that will undoubtedly opt for that...
