The first thing that needs to happen is removing the incentive to have more kids in order to get more welfare. Do what Texas does and cap it at 2-3 kids after which if you have more kids you don't get more welfare. Yes, that will mean less per kid making life difficult but it should be enough for them to survive and if not then the kids could always be taken by child protective services if their mother (I won't even pretend the father is involved with them) doesn't take care of them. It's a crappy situation but they put themselves in that position deliberately to try to work the welfare system. The abuse needs to stop.

The quantity of kids is the only thing that makes this extreme. Is there a difference between one guy with 30 and a boatload of men with 3-5?

I know a woman who is having a conflict with her child's father because, for lack of income, he is exempt from paying child support. He has 8 children. I saw his facebook where he posted the sonogram of #8 and read the comments where people were like what is this? your 10th? And he proudly said, 'my 8th wonder of the world'. Then later said something like 'some niggas drink or smoke. making babies is my thing'. I forget how many mothers he has but it was at least 5.

A guy I know is 19 and has 2 kids and 2 more on the way, each with different mothers.

This is normal, not extreme.

There is no way the guy is surviving on 10 hours of minimum wage work per week so he has to be getting money from some where else. It's pure speculation but the guy is probably doing something illegal, like selling drugs, in order to make money off of the books. That would also explain why so many women agree to have sex with him even though he has 30 kids he doesn't take care of and 11 baby mommas which he knocked up and dropped. The women are probably drug addicts and he offers them free or discounted crack for sex which explains why he's knocking up so many hood rats. Failing that I suppose he really could just be the hood rat whisperer.
