I've been to four of those. Perth hardly qualifies as a city. It is one big suburb to Fremantle. I loved Sydney. There's probably "better" weather to be found in Australia but I prefer temperate climes. Helsingfors is pretty but boring. Can't think of anything to say about Vienna.

I don't know. I think there are far worse places than Tehran and Karachi.

I'd rather live in those cities than Port-Au-Prince, Kinshasa, and Bangui, for example.

It is a peculiar list. I wonder what their criteria is for choosing the 140 cities to rank. There are more countries in the world than cities they consider.
