It's a MS trojan horse. A former MS executive gets named as CEO, then a bunch of other MS execs replace Nokia veterans and they announce they're moving the HQ to the USA and ditching Symbian for Windows Phone.

It's more about being close to actual talent. Anyone who has used a Nokia phone knows they've no software talent.
