There is an official app on Google Play now with the R & A Rules including the new 2012-15 updates. Seems pretty useful, as there is a quick lookup section for the main rules indexed by situation, a quiz game, and links to videos explaining the rules and situations.

There is a section for the entire rulebook, an etiquette section, and a favourties section (you can 'star' any rule, and it'll appear in this tab, useful for shoqing your pals something you found the night before, etc)...

Slightly annoying is that you have to view it in landscape to get the images big enough to read the text, as they are not zoomable...

Can you use it during a round though? Seems it would fall under the same silly ruling of GPS on your phone, since you can get weather on it.

Generally can't use it in a tournament, because of all the things apps, gps and internet combined MIGHT provide you.
Nothing keeps you from having it for your private rounds.
