If you live on the southside of Hampton Roads and are looking for a good group to play with, may I suggest the Virginia Beach Golf League! http://www.vbgolfleague.com We play on the 1st and 3rd Friday of the month and move around to different courses. Typically, we play 9 holes, with tee times starting at 4:00, but the first and last event are 18 holes. There's a little bit of money on the line, too.
