I love Norm MacDonald, I really wish network television did not abuse him so much. I saw him to stand-up last year in Detroit and it was hilarious.

To answer the question of who is he, he was the best Weekend Update anchor on SNL, he is a genious comedian, and he was in one of the funniest movies of all time, Dirty Work. Definitely worth YouTubing some of his stuff for a good laugh.
