Default Rights of a Government or Community over a Parents child ?


I was reading about this circumcision controversy in Germany and i was wondering what rights do Islam allow for a government or a community over a parents child ? Can the rights of a parent in controlling their children be overridden by a government or community ?

Probably in a secular democratic state...because children do not belong to the parents..some people say the state takes ownership of the children when the parents sign the birth certificate and parents just take care of state property.
