Shaykh Shabbir Ahmad Uthmani rahimahullah passed away in 1949. The one appearing in the video is a different Shabbir Uthmani.

He is a different Allamah Shabbir Ahmad Usmani. He is from Pakistan and MashaAllah does very good speeches. He has been in U.K for a while at Abu Bakr Trust, Walsall. He has been doing speeches around the U.K including London, Leicester, Birmingham, etc.
