Is it permissible to read one surah a several times in the same rak'ah? For example reading 3 times Ikhlas in one rak'ah instead of reading it only 1 time?

Yes, it is permissible. There have been narrations where the sahaba would repeat the same verse of the Qur'an over and over again for the whole night while in prayer.
