A member of Saudi Arabia's highest religious authority prohibited on Thursday any acts of jihad in Syria.

Sheikh Ali al-Hikmi of the Saudi Council of Senior Scholars issued a fatwa forbidding jihad after calls for such action have increased in recent months.

Al-Hikmi warned, in a statement to the Saudi daily Alsharq, against the calls for jihad in Syria on online social networks, adding that different methods can be used to support Syrian people.

“The Syrian people are facing injustice, persecution and the force of an arrogant and haughty regime, and needs our prayers and help in every possible way,” the Saudi sheikh said to the daily.

Al-Hikmi explained that the act of jihad fell under the authority of the guardian – a reference to Saudi authorities – and any such act, which was not approved by the guardian, is a form of disobedience and should be prohibited.

“The support for the Syrian people should be in harmony with the country's policy,” the scholar added.

“Everything is linked to a system and to the country's policies and no person should be allowed to disobey the guardian and call for jihad.”

The Saudi sheikh said that unapproved jihad would embarrass the country, adding that “there should be a coordination with the government, regarding organized support, because the government is fulfilling its duties towards the Syrian people.”

Sunni scholars commended the kingdom's supportive stance of the Syrian uprising in all international bodies and its continuous call for arming of the opposition and backing of the Free Syrian Army, despite its fractured state.

Another council member, Sheikh Abdullah al-Motlaq, said that “the Free Syrian Army is in charge of fighting and jihad in Syria and should be supported.”

While the Saudi Council of Senior Scholar has been outspoken in its support of the Syrian uprising, it has forbidden any forms of dissent in Saudi Arabia, also a repressive dictatorship.

Early last year, the council issued a fatwa, forbidding any form of protests or petitions for reforms in the oil-rich kingdom, fearing a similar uprising inspired by the Arab Spring.

The Saudi regime persecutes Sheikh Mohammad al-Arifi for helping Muslims in Syria

Sheikh Al-Arefe said himself in his twitter account, he began to be persecuted by the Saudi authorities.

This week, the Sheikh was summoned to the Department of Security in Al-Riyadh. During the interrogation, intelligence agencies were interested from the Sheik the purpose for which he collecting money for the Syrian Muslims, to which Sheikh, in particular, said:

"We have formed a committee, because people are looking for ways to send aid to Syria and the government is doing nothing. The number of charitable aid secretly collecting grew, and we do not know about the reliability of these people, that is why we have established a committee''.

"We formed a committee, because the government first approved to support Free Syrian Army, and the Mufti issued a fatwa on this, but then assistance was suspended", said Sheikh Al-Arefe.

It is to be noted from our side that the Saudi Mufti Abdul-Azeez ibn Abdullaah Aal ash-Sheikh issues only such fatwas that suit the ruling regime. It is to be recalled also that ash-Sheikh, along with other ruling Sheikhs, regularly visit court palaces of Saudi ringleaders, though he is aware that it is prohibited by Sharia.

According to Sheikh Al-Arefe, during interrogation, puppets called him "Kharijite" for "disobeying the ruler":

"The investigator said: "You are Kharijite". I replied: "On the contrary, we are trusted people, our Aqidah is known, and our Aqidah is allowed to be taught everywhere". He said: "But you collect money without the permission of the ruler!".

"I told the investigator: "Rafidites-safavitess send humus (fifth) of their assets - millions into Kum (rafidite center in Iran) and Najaf (rafidite center in in Iraq) for support of Bashar and training forces, that are sent to him. And when we started to raise money, we became Kharijites!", said Sheikh Al-Arefe.

According to him, the stage, when Sheikhs were on TV and cried, making prayers for Syrian Muslims, have passed, and now we need to take action:

"I told the investigator: Statements in the media and sheikhs crying on TV - this stage has passed, now is the time to raise money for the Mujahideen to protect their religion and honor", emphasized Sheikh Al-Arefe.

"I told the investigator: If we do not support the Mujahideen in Syria with our means so they can win... then Bashar and Iranian rafidites will attack us, and today they are already looking for your baby's head, to tear it away ..."

Nevertheless, the preaching by Sheikh Al-Arefe did not have any effect on Saudi investigator. After the interrogation for two hours, he was forced to sign a paper promising to no longer collect financial support for the Syrian Muslims:

"I just came out of department of (intelligence) of Ar-Riyadh, stayed there for two hours, then signed (by force) the paper that I vow not to collect donations for Syria", tweeted Sheikh al-Arefe.

i wonder what the saudis are afraid of? an uprising in their own country perhaps?

and i thought jihad becomes obligatory when the enemy is attacking and killing muslims as is the case in syria?

Indeed it is..

But I guess this scholar is only talking about the Muslims living in Saudi, who, according to him, should obey the "guardian"(Wali al-amr) and can't go and wage jihad without his permission.
Apparently he's not talking about Syrian Muslims themselves, wa Allahu a'lam..

Maybe but even then he is wrong, for fard ayn needs permission from now Imam, and this is explained in Shaykh Abdullah Azzam's book:

This was the message from Shaykh 'Ali Tantawi's grand-son (the Syrian, Saudi-Based scholar, not the Egyptian one) which I talked about earlier:

It was shared by the Muhaddith, Sharif Hatim al-'Awni on Facebook, who is a member of the Shura council in Saudi Arabia, who admittedly did not confirm or negate its contents.

In it, it is stated that the reason the Saudi government are delaying the sending of weapons and aid to Syria is in order to give time for the Americans to train the replacement that they'll install in government. Also, perhaps there are talks underway between America and Russia. I can't vouch for the authenticity of this, though. It might give some insight as to why Saudi are delaying their aid, which is unacceptable.

I have heard mujahideen have been sent from Pakistan, specifically from Waziristan following the route through Afghanistan and Iraq all over to Syria. There is a combined effort on the part of mujahideen. They have decided to treat Syria as one really crucial and important region!

So now Muslims should wait for their "muslim" rulers to make a call for Jihad?
