Ibn Khaldun should be read and implimented.
His explanation of the rise and fall of states was that there was a constant renewal or replacement of the ruling group by nomads conquering the towns and settled lands. This was followed by a period when the invaders lost the skills of the desert and acquired the vices and slackness of town life. The 'nomads' are anyone who live within cities not necessarily people who are not setteled. Simplified stages: 1) These 'nomads' follow a religion they form associations with co-religionists. 2) The associations get stronger and are not based on ethnicity or race but bonds of religion. 3) They unite under one leader who rules over them according to the laws of their religion. 4) They are so uncorrupt and clean that they soon take over the rule of the land. All Muslims living in cities should be working to form these strong bonds with other Muslims, looking to appoint a leaders from amongst them. |
